Arlington, Va. – The American Frozen Food Institute (AFFI) today announced that Carol Blake has been named Senior Vice President of Communications, leading AFFI’s strategic communications efforts on behalf of the frozen food industry, effective June 15. In this role, Blake will lead AFFI’s integrated communications strategy, including public affairs, media relations, stakeholder engagement, member communications, and brand positioning on behalf of the frozen food industry.
Blake brings more than 30 years of public affairs experience at the U.S. Department of Agriculture (USDA), including 15 years in senior executive leadership. Most recently, she led public affairs and consumer education for USDA’s Food Safety and Inspection Service, where she directed high-impact communications campaigns, managed crisis communications during major public health events and food recalls, and strengthened engagement with Congress, industry, and consumer stakeholders. Her career also includes leading congressional and public affairs strategy for the agency and advancing national public awareness efforts focused on food safety education.
Her work will support AFFI’s advocacy agenda, enhance member value, and help communicate the frozen food industry’s contributions to consumers, policymakers, and the broader food system.

A former senior executive in the federal government, Blake is a recipient of the 2024 Presidential Rank Award for exceptional leadership, innovation, and commitment to excellence. She holds a bachelor’s degree from Randolph-Macon College.
